UNIDO and its implementation partners will carry out a number of awareness raising activities targeting various relevant stakeholders including an international conference and exhibition on biomass gasification. The activities in this component will be aimed at improving the awareness of the benefits of using biomass gasification technology among decision-makers from public sector, SMEs, academia and other relevant stakeholders and facilitating academic and technology cooperation in the field of biomass gasification.

The activities of this component are aimed addressing the specific capacity development needs of various stakeholders in a position to influence the promotion and development of the biomass gasification in Pakistan such as SMEs, research and vocational training institutions, public sector institutions, financial institutions and rural communities. UNIDO will conduct specifically designed trainings for stakeholders based on identified training needs and facilitate the development of research and technical training curricula and facilitate technology and research cooperation match-making between local and international entities.

Under this component, UNIDO will provide technical assistance for the development of concrete policy recommendations for policies and regulations relevant to the promotion of modern biomass technologies (particularly gasification) for both existing and future policy regimes. Based on international best practices, UNIDO's support will cover prevalent policies, implementation rules, biomass pricing, energy regulations and advisory on policy-level initiatives for the indigenization of efficient biomass combustion and gasification technologies.

Technical assistance from UNIDO will also include the development of quality standards for biomass gasification with the purpose to ensure and incentivize biomass gasifiers of acceptable quality.

In order to demonstrate the technical and financial feasibility of modern biomass conversion technologies in Pakistan, the implementation of three biomass based power units with high replicability potential will be supported by the UNIDO project. Two of these demonstration units will be for industrial captive power generation while one will have a focus on rural energy provision. The demo units supported by UNIDO will have a combined installed capacity of over 3 MW.

The Energy Programme of UNIDO is built on three strategic pillars, namely industrial energy efficiency, renewable energy for productive uses, climate policy and networks. The core building blocks of the Energy strategy are technology demonstration, knowledge management, policy and standards, awareness raising, programmatic approaches, and building capacity to provide inclusive and sustainable energy solutions. The energy strategy also focuses on mainstreaming the role of women and promoting youth employment in the design and implementation of energy projects, creating job opportunities, and fostering clean energy technological innovations to promote sustainable and inclusive industrialization.
 

Industry Focus

As of November 2015, UNIDO’s Energy Portfolio totals to approximately US$ 275 million and is characterized by energy management system and standards, smart grids based on renewable energy and energy efficiency for industrial applications. UNIDO is currently implementing more than 60 renewable energy projects in around 50 countries, with the following targets to be achieved in a 5-year period (2013-2018):

  • Number of people gaining access to energy: >135,000
  • Renewable energy capacity installed: ~25 MW
  • Renewable energy generated: >125 GWh/year
  • Million tons of CO2e emissions avoided: >3 million
  • Number of enterprises benefiting from projects: >600
     

Background

UNIDO is an implementing agency of the Global Environment Facility (GEF). Through the continued cooperation between GEF and UNIDO, the latter is implementing various GEF-funded projects all over the world in different thematic areas. Presently, UNIDO is working with the Government of Pakistan to promote inclusive and sustainable industrial development on its key thematic areas, one of those being energy & environment. In keeping with the theme, UNIDO developed a project in Pakistan which seeks to promote market-based adoption of modern biomass conversion technologies in Pakistan for industrial and rural energy applications titled, "Promoting Sustainable Energy Production and Use from Biomass in Pakistan".

The project is financed through a grant of US$ 1.82 million. In addition, the public and private sector project partners have collectively pledged their support exceeding US$ 5.3 million as co-financing to the project. This UNIDO/GEF project seeks to promote the adoption of modern biomass technologies with a particular focus on introducing biomass gasification technology using the largely under-utilized crop residue and industrial biomass (waste from agro-processing e.g. rice husk, bagasse, etc.) for generation of energy for industrial and rural electrification applications. In addition the project aims to support highly replicable biomass demonstration projects in industries and for rural electrification, an enabling statutory environment for biomass, improved knowledge and awareness of biomass (particularly biomass gasification) technologies in the country and building of capacities of key public and private sector stakeholders.
